This 4th Anniversary set focuses on the Four Emperors and the new island of Elbaf, Land of Giants.

OP-17 marks a first for Bandai. It's the One Piece expansion to be released simultaneously worldwide, with no delay between the Japanese and international versions. The preview will take place on August 21, 2026, and the official release on August 28, 2026. The expansion contains 131+4 card types in total.

The set revolves around the Yonko. Five of the six Leaders are known at this stage: Edward Newgate (Whitebeard) in Red, Shanks in Green, Kaido in Purple, Monkey D. Luffy in Black, and Charlotte Linlin (Big Mom) in Yellow. Each of them is reorienting their color. Newgate discards a card to give his Leader or a character +4000 in combat. Shanks prevents an opposing character from standing up. Kaido weakens the opponent's board for a DON!!. Black Luffy gives the Blocker to all his characters costing 12 or more. Big Mom forces the opponent to discard or charge their Life.

The main focus of the set is Elbaf and the Giants. Very high-cost characters, up to 10 and 12, become playable and rewarded: the Elbaf version Straw Hats like Usopp, Franky, and Brook gain +3000 power whenever a character costing 12 or more is in play. The Secret Rare of the expansion is Loki (OP17-119), Prince of Elbaf and Giant, who has a colossal cost and hits hard during the opponent's turn.

As for cards to hunt, each Leader has an Alternate Art version. The Super Rare cards feature the Emperors with 12,000 power levels: Edward Newgate, Shanks, two versions of Kaido and Charlotte Linlin, as well as the Beasts Pirates' All-Stars: King, Queen, and Jack. The four original Emperors—Whitebeard, Shanks, Kaido, and Big Mom—receive the Manga Rare treatment, with full-page illustrations reminiscent of manga panels. The set also contains Special (SP) cards and a Treasure Rare, the most difficult rarity to obtain in the game.
